Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.7.2013 

The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2013, in cash, at the rate of 10 per cent increase over the existing rate of 80 per cent. 

Hence, the Central Government employees as well as the pensioners are entitled for DA/DR at the rate of 90 per cent of the basic with effect from 01.07.2013. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission. 

The combined impact on the exchequer on account of both dearness allowance and dearness relief would be of the order of Rs. 10879.60 crore per annum and Rs. 7253.10 crore in the financial year 2013-14 ( i.e. for a period of 8 month from July, 2013 to February 2014).

Seventh Pay Commission for Central Government Employees

When the Sixth Pay Commission was implemented every Central government Employee was jubilant and happy. Little did he realise that he was cheated by experts who took away the cream and kept it for themselves. Even the men in uniform were not spared. They had to fight again for their rights but the IAS lobby cornered most of the benefits and distributed the frugal fringe ones amongst others.  The Govt servants felt cheated at every step. On promotion, they got the next grade pay which was just Rs 100 more and the overall benefit was less than Rs 500. Direct recruits got their pay fixed at higher than those of promotees. Anomalies are yet to be settled. Half baked ideas of some eccentric experts who did not understand the fragile cadre structures of the Central Government left everything in total; CHAOS.

Even the Federations, confederation which are headed by retired people,  who compromise the interests of the Government employees with the Governments to enjoy free passes and terminal benefits.  We hope the mistakes of sixth pay commissions are rectified and promotion to the next post carries the benefit of higher scale of pay and other benefits and not just enhancement of grade pay.
