The much awaited 7th Pay Commission was implemented on Wednesday raising minimum salary of government employees. However, not all government employees are glad with the news. The Confederation of Central Government Employees on Wednesday rejected the pay hike announced by the government and threatened to go on a strike next week. Central trade unions are believed to support the decision. The Confederation said the pay hike approved by the Cabinet on the 7th Central Pay Commission’s recommendations is “not acceptable”.
PTI reported that RSS affiliate Bharatiya Mazdoor Sangh (BMS) and other trade unions also rejected the hike, saying this is the lowest increase in the past 17 years. They are of the opinion that the new hike would increase disparity between the minimum and maximum pay. The minimum pay has been increased from Rs 7000 to 18000. The starting salary of a newly recruited employee at lowest level will now be Rs 18000 whereas for a freshly recruited Class I officer, it will be Rs 56,100.

Expressing “serious disappointment” with the NDA government for not accepting modifications suggested by them, the National Joint Action Committee (NJAC), comprising 35 lakh Railway, Defence, Central government and Postal employees, has called for a strike on July 11.
“We have been pushed to the wall. The government has time till July 10 to reach a negotiated settlement with us,” Shiva Gopal Mishra, Convenor of NJAC, told reporters, seeking the Prime Minister’s intervention to quell “growing anger” among government employees.
Among other things, the NJAC is demanding higher minimum wages, restructuring of the National Pension Scheme, scrapping of the Bibek Debroy report on Railway restructuring, no FDI in Railways and Defence, regularisation of casual/contract workers. “Although there is justification of upward revision of minimum wage, the government has not done justice to the employees. Similarly, the multiplier factor has not adequately been revised,” said M Raghavaiah General Secretary, National Federation of Indian Railwaymen.
To decide the future course of action and prepare for the strike in “full swing”, the NJAC is slated to meet on June 30, M Krishnan, Secretary General, Confederation of Central Government Employees, announced. In a statement issued earlier this month after giving strike notices, the NJAC had said that it had been wanting “meaningful negotiation and settlement” of the issues. But, except hearing the leaders, the empowered Committee of Secretaries did not go further. “It acted as if it was powerless,” it said.
Mr. Kanniah said the agitation was not only for settling wage disparities but also to highlight the anti-labour policies and the decisions to privatise Railways, defence, and postal wings.
Around 40 lakh railway employees will join the postal, defence and other Central government employees in the indefinite strike from July 11, working president of All India Railwaymen Federation (AIRF) N. Kanniah has said.
Against privatisation
Addressing a dharna organised by the Southern Railway Mazdoor Sangh in front of the Divisional Railway Office here to drum up support for the July 11 stir, Mr. Kanniah said the agitation was not only for settling wage disparities but also to highlight the anti-labour policies and the decisions to privatise Railways, defence, and postal wings.
Fare hike likely
If the decisions are not reversed, Mr. Kanniah said, freight and passenger fare will increase in Railways. The poor man will be made to suffer by multinational and private companies.
Lack of job security will create a serious social imbalance and upset social justice, he added.
Notice given
The AIRF leader said the union had already issued a strike notice to the General Manager, Southern Railway, on June 9.
Train services to be hit
The strike will affect train movement, he said.
